Sentence: Almost all the culprits of/behind London riots have been caught.

Behind is the correct preposition. There often are no logical reasons why certain prepositions are in play in any given circumstance. Just one of the joys of learning English.

[Of would be understandable in this case, but it just isn't natural.]
