Preposition at the begining of a question

Hi, can you tell me why the prepositions 'at' and 'on' are needed?

At what time do you normally come to work?
On what days do you normally come to work?

As opposite to those, I think we don't usually front the prespositions like 'at' or 'on' when using the words like 'where' or 'when' in questions.

When do you normally come to work? I normally come to work at eight o'clock. or I nromally come to work Monday through Friday.
Where do you work? I work at XXX Company.
