Hi,

Do I need to use AT in the sentence?

I can maximize each student's individual success by meeting each student where he or she is (at) and assist in the learning process.

No. In fact, it doesn't sound good. I think it sounds more educated without "at".

By the way, you need "assisting". ... by meeting ... and (by) assisting ....
