Hi

Could someone please tell me what would be the right word to go into the blank in the sentence below?

Hi, Mister Micawber. Thank you for answering my question. I know that, very often, there is simply no rule that says when to use which preposition. But is there a rule / an explanation behind this one?

Also, how can I use the above sentence structure to say "When I tested the product, I used a ballast that has a rated voltage of 240V. But the supply voltage was 216V. Is it correct to say:

I see none, really; it is just one of the many uses of 'at'. Equipment is tested for performance at various voltages; things are tested at various levels.

I tested the product at 216V with a 240V ballast.
