I believe both are correct. However to is used mostly in AmE.

Here contrast means a person or thing that is strikingly unlike in comparison:



The weather down here is a welcome contrast to what we're having back home.

In my opinion, contrast with and in contrast with are two seperate things. Contrast with behaves as a verb whilst in contrast with and in contrast to behave as nouns.
