Why we use on for road eg.on the road and in for street eg.in the street? What is the diffrence?

In my view it is not alawys like that. I have come across "in with road" and "on with street". In my estimation preposition varies with the context.

I have come across "in with road" and "on with street". In my estimation preposition varies with the context.
