Therefore, I recommend not to proceed the case on the unconscionable conduct basis.

I don't know if 'proceed the case' is legal jargon, but in standard English 'proceed' is not a transitive verb and thus does not take an object. Standard English is-

eg I recommend that the case not proceed.

eg I recommend that the case should not proceed.

Is the subject of the case 'unconxcionable conduct'? Or is 'unconscionable conduct' the reason for your recommendation?

I assume the latter. To be clear, I suggest this.

eg Therefore, I recommend the case not proceed, because of unconscionable conduct by the police.
