Preposition

I am pretty confused.... Pls help me out to figure out the differences between following sentences....
Is verb forms (after oil reserves are exhausted) always preferable to noun forms(after the exhaustion of its oil reserves.)

1.Alaska regularly deposits some of its profits from the sale of oil into a special fund, with the intention to sustain the state's economy after the exhaustion of its oil reserves.

2.Alaska regularly deposits some of its profits from the sale of oil into a special fund, fund intended to sustain the state’s economy after oil reserves are exhausted
