Preposition

I'm not too sure if this is called preposition.

Original Sentence:

1. Nslookup is a command-line tool provided with TCP/IP available in Windows Server 2003 that performs DNS queries. ( I don't understand how you read this sentence with 'available' written that way. Can you explain to me?)

How come we don't need commas?

2. Nslookup is a command-line tool, provided with TCP/IP, available in Windows Server 2003 that performs DNS queries.

What does 'that' refer to here? Is the sentence correct? Or do I need an 'and' #4?

3. Nslookup is a command-line tool provided with TCP/IP that is available in Windows Server 2003 that performs DNS queries.

4. Nslookup is a command-line tool provided with TCP/IP and that is available in Windows Server 2003 that performs DNS queries.

Replace "that" with "which." You need to add another comma before it. It refers to
