Prepositin: with or ?

Sentence: And as usually this fixer is busy in/with fixing.

Question: Which preposition shall come in the above sentence, "with" or "in" ? Tell me also the reason.

I don't really understand the sentence so it's hard to say. What is a fixer? My instinct is to omit any preposition at all.

What is a fixer?

My instinct is to omit any preposition at all.

My mother is busy cooking.

My sister is busying talking on the phone.

The fixer is busy fixing.

But what does it mean?
