Because the ' wind ' directly passed the action to you. No prep is necessary. ' The wind is pulling me back ' ' The project is at the development stage ' ( personal opinion )

Of course you can also say "The project is in development".

and ergarding the wind ,can't i say it with the prep?"is pulling on me"just like that or pulling at me,how do i use the prep. there?

One usually thinks of wind pushing rather than pulling: "The wind pushed me back." Leave off the preposition, unless you want to get poetic: "The wind pulled at me." "The wind is pulling on me." "The wind licked at my ankles."
