Premodification

Hello, I have this sentence:
"Early unemployment has lasting ill effects, including a higher risk of future unemployment and lower lifetime earnings."
I don't know if higher risk is premodifing "future unemployment" or "future unemployment and lower lifetime earnings." How can I tell? Thanks!

eg "Early unemployment has lasting ill effects, including a higher risk of both future unemployment and lower lifetime earnings."
