They are to me. Although I would write it as "I would prefer" rather than "I prefer."

If it's the right formula, then why do you say:

I prefer eating cookies to eating vegetables. This is a general statement.

Now, let's say you offered me a cookie or a carrot. I answer: I would prefer to eat a cookie than to eat a vegetable.
