practice to deceive

Oh what a tangled web we weave, when first we practice to deceive.

I think tangled web means (untidy web)

And also I know every other word in this sentence.

But I can't grasp what this sentence means.

Could you explain it, please?

Oh what a tangled web we weave, when first we practice to deceive. As far as I understood the sentence: it is about persons who try to deceive for the first time. And in trying so they start to produce statements which are easily to be seen though.

'practice to decieve' means choose to lie and 'tangled web' is a metaphor for a complex set of linked lies or justifications.
