PR

I often see the abbreviation "PR" and am not sure what it means, probably because of the variety of dictionary definitions that appear every time I look it up. For instance, a quick search on dictionary.com yields the results: payroll, Puerto Rico, percentile rank, and public relations...

"The banner on the Millennium Dome reads ‘London 2012’. This doesn’t look like a very good bit of PR to me. It looks like an apparition: “we wasted £800 million on one white elephant, just think what we could do with a whole herd of them.”"

I know that in this case, PR can't possibly mean Puerto Rico or payroll, but there are still those other possibilities... Please help me with this!
