How would you phrase this?

Letters under/below 20grams is 76 cents for postage.

Over/past 20g postage stamp cost a little more.

I meant that in Europe the number of stamps is not important. What counts is their value. If the postage is €1.50, for example, you may use one stamp worth 1.50 or two stamps worth 75 cents each.
