Post-school qualifications

“Some of the team did not go to university, but all have post-school qualifications.”

In this sentence, does the latter part mean that they obtained some kinds of qualifications after graduating from high schools?

Or, does it just mean that they have graduated high schools?

Thank you for your help, in advance.
