Possible what?

The following sentence comes from a question of an English test in Japan.

“The signing of the Federal-Aid Highway Act made possible a large number of construction projects that improved the safety of Route 66.”

I can' understand the meaning of it and the position of the word “possible ” in it.

Does the sentence mean “The signing of the Federal-Aid Highway Act made a large number of construction projects that improved the safety of Route 66 possible. ”?
