Possible two interpretations

I still think that there must be two possible interpretations in the sentence.

"I do not like people going to the place."

1) I do not like people go to the place.

2) I do not like people who go to the place.

But I totally agree with the explanations about the smoking in my last question, but in this case, we could see either of them in the first example. What do you think? Thank you as always and I hope that I do not bother you a lot.
