I believe that the four sentences below are impeccably punctuated, along with their variants. Agreed?
The greatest 80s actor was arguably Sylvester Stallone.
The greatest eighties actor was arguably Sylvester Stallone.

But because of the word order in the two sentences below, we need to use the apostrophes in each.
The '80s' greatest actor was arguably Sylvester Stallone.
The eighties’ greatest actor was arguably Sylvester Stallone.
