Possessive usage

Hi,

When we say assassin or executioner, do we mean the person who assassinated him or the person he hired as assassin?

Example: Mr. X was King Leo's executioner.

Does this mean Mr X killed/executed King Leo, or that King Leo had Mr X execute people?

How is it normally understood?
