This statement is from a legal document. To whom do the "costs" belong?

"The attorney's fees and costs of Ms. Jones will be paid...."

The costs belong to Ms Jones. The sentence does read a tad odd-- are you sure that it does not read 'the attorney's fees and other costs of Ms Jones'? (There should also be no stop after Ms. It is not an abbreviated form.)
