"People" is already plural. "Peoples" as a plural is extremely rare - possibly something like "The peoples of South America present a rich cultural history," suggesting possibly that each population with a given culture at a given time is a people.

The possessive form of people is people's -- just like the possessive form of children is children's.

For words that are made plural by adding S to the end, you form the plural possessive simply by adding the apostrophe after the plural S:

- the girl's dress (1 girl)
- the girls' dresses (plural = girls)
