Possessive adjective

Hi

Please tell me which is correct here.

The policeman grabbed the thief by the/his arm.

I followed the rule that requires me to use 'the' when the person in question has already been mentioned as the object or the indirect object of the verb.

However, the answer key says it is "his".

Please give your views.
