Positive or negative?

Hello everyone! Thank you for reading this question. I am confused with the expression "not so deep but that..." in the following sentence.

"His love lay not so deep but that he would have avenged him for her guile had he taken her."

Whether it means that he loves her deeply or he doesn't love her so much?
