Positions of "too much"

I'd like to ask you where I can place "too much" in the sentence 0) below.

0) Japanese people worry about how they are seen by others.

My first choice is

1) Japanese people worry too much about how they are seen by others.

But I think I can also say 2) with the same meaning.

2) Japanese people too much worry about how they are seen by others.

If I say 3), "too much" affects "how", so the meaning is slightly different. Am I correct?

3) Japanese people worry about too much how they are seen by others.

And can I palce "too much" at the end of sentence?
I feel like, in that case, what "too much" emphasizes on is not clear.
Is my understanding ok?

There are sentences which adverbs can place before verb...

a) He kindly waited for me.
b) She can fluently speak English.
and so on...

I think the reason might be related to "too" but...I'm not sure.
