Position of "only"

Could you tell me where I should put "only" in the following sentence? (before 'with' or after 'with'?)
Thank you.

They worked hard only with a sense of duty without any support from the government.

I think it needs a slight reworking in any case: They worked hard only out of a sense of duty and without any support from the government. The conjunction makes it clearer and eliminates the worry about 'only' placement.
