Position of however

Hi,

Question:

Any difference between the following 3 sentences?

Eg, difference between emphasis.

Sentence1:

However, the policy did not believe him.

Sentence2:

The policy, however, did not believe him.

Sentence:

The policy did not believe him, however.

the correct word is police.

All three sentences could be correct, but the best choice will depend on the factors mentioned above.
