Position of Adverb of Frequency

Can we put an adverb between a passive verb and the object?

Example:

(a) Food vouchers are given every year to residents by the mayor.

Or

(b) Food vouchers are given, every year, to residents by the mayor.

Actually, passives can contain objects:

I was given this gorgeous brooch by my mother.

I was sold a stolen car by a local dealer.


But in your example "to residents" is not an object but a preposition phrase.
