(1) Some people (for example, I believe the editors at THE NEW YORK TIMES) prefer Roger Williams's shoes, James's house. Probably most Americans feel more comfortable writing Roger Williams' shoes and James' house. (But maybe most (?) people who write James' will pronounce it in conversation as James's.)
