Populated?

When you say a city is well populated with people, does it mean:
1) Threre are many people in the city. or
2) There are a proper number of people in the city.

Well, we wouldn't say that it is 'well-populated with people', since 'population' = 'people', but a place that is well-populated has a lot of people, relatively.

Hi,
When you say a city is well populated with people, does it mean:

If you said that to me, I'd think you meant both. But I'd also think that it was a rather slightly unusual phrase.
