Yes. I wouldn't say "POOR THANKS", but in POOR ATTEMPT or POOR SUBSTITUTE, the word POOR means INADEQUATE, i.e. NOT AS MUCH, nor NOT AS GOOD, as it SHOULD BE.
"Money is a POOR SUBSTITUTE for love"
"This is my POOR ATTEMPT at pain

This phrase is generally used in a disapproving way. For example a mother might say of her son ‘He didn’t visit me in hospital, poor thanks for all the time I looked after him when he was sick’

In this context ‘poor’ means insufficient or lacking in quality.
