Poor management performance?

For example, there is a lazy bank. Is this okay to describe how they are?:

Their (the bank's) management performance is poor.
(In the noun phrase, their poor management performance)

I'd like to know if that sounds too strong and offensive.
If so, would you tell me a better and softer way to say it?
