Despite all the pomp of his office/position, he has only limited powers.

Here is what I understand: Despite the magnificence of his position/ office, he doesn't have so much power. If you regard his position/office you may say "voow what a man, look at this office or oh my *** he is the principal of... " but when it comes to the validity, he is not such a powerful man as we think of him.

Here is what I understand:

Despite the magnificence of his position/ office, he doesn't have so much power. If you regard his position/office you may say "voow what a man, look at this office or oh my *** he is the principal of... " but when it comes to the validity, he is not such a powerful man as we think of him.
