Polysemy

Choose the alternative which has the same meaning as the underlined word in the given sentence.

I'm not sure either 2 or 5 is correct.

I think it's (2).

The original sentence is probably incorrect. Probably it should be:

1. The report proposes a/Ø fundamental change to the social security system.

This does not really affect the answer though.
