I would say "what technology" as opposed to "what a technological breakthrough". Technology is not a countable noun....at least not in my book.

Try Google. You'll find such goodies as
GIS is a technology that manages, analyzes, and disseminates geographic knowledge.
Doesn't that sound like an interesting new technology? It sounds like a great technology to me.
One might almost whistle in admiration and say "What a technology!"

I think "technology" is countable for a lot of people.

Well, there are several kinds of technologies, I guess... It's countable for me, given the suitable context.
