Political Phrase Question

Without going into details, I'll just give you two variations of a common political phrase.
1.) I'm X and I approve this message.
2.) I'm X, and I approve this message.

Is 1 correct? Is 2 correct? Are both 1 and 2 correct?

The comma is required only by the strictest rules of grammar, which say that when you have a compound sentence (two independent clauses separated by a conjunction), you use a comma.

PS - It should have been "spoken" not "spoke." No one needs to ask whether that's correct. It's not.
