polite way of sending first email to someone I don't know??

Hi I'd like to send email to someone on the web, who has no any relationship with me, because I have read his webpage and have risen some questions. They are not doing business so their answers are largely voluntary. I hope to write in the most polite and appropriate way..
What is the header of such an email ?? Any example??

Should I start with 'Hi.. , or ' Dear..."

I'd like to write back to thank him, as a way of politeness

What is the best reply form for me to write back to him? He is a more well-known person in our local community and is much older than me. I'd like to make a more polite reply.
