policy and campaign

Hi i am doing translations to English but i am not sure policy and campaign can be used alternatively?

Here are the sentence i am trying to say:
"Mayor deeply expressed wishes and encouragement about the campaign/policy promotion to his team. "

i am not sure if campaign/policy promotion even works either.
