Policies BEING espoused (tense question)

Please tell me if I explain these tenses correctly:



"We have been worried by the policies being espoused by politicians."

[Present Progressive][passive]

'being' means it's happening presently; so the politicians started to gradually adopting the policies now.



"We have been worried by the policies espoused by politicians."

[Past Simple][passive?]

politicians have already adopted the policies.

I'm not sure if this is a "Passive Voice." If is, where is the "BE" form ?



We have been worried by the polices probably would be espoused by politicians in next sumit.

[Future Simple][passive]

worring about the polices which they are going to adopt in the future.

The second is more likely a shortened form of 'that are espoused', which is timeless, i.e. referring to any time.

The third refers to policies which may be espoused in the future, not 'going to be'.
