Police

"Police is normally used as a plural" (501.7)

Could somebody please explain .... why do you think the guru used "normally" (not "always") here?

(Does it mean "police" can be used as a single in some context?..)

Maybe he meant that the singular is abnormal, because it is. There is no singular "police" in standard American English as I know it.

He/She was being cautious. Like me, he/she has learnt from bitter experience that using such words as 'always' or 'never' inevitably prompt someone to produce an exception.
