Pointing to one noun or two noun?

Hi. How could we determine more reliably whether the underlined adjectives are pointing to one noun or two nouns? I Lthink I kind of understand the reasons for the use of the plural 'modules' and singular 'module' but the reason for the first one with the word 'level' is beyond me. Can you help?

at the international and national level
for both the Academic and General Training modules
