Plz help me!

Thanks people for running these forums. It can prove above then anything for someone..
I have a very very poor English. Neither grammar nor vocab.
I had some doubts about using MODALS. I have gone through some sections and get to know many things. I think i will learn them as i will use them. But still i have some doubts relating to the use of has/have/had i know it is very difficult to explain each and every thing but i would be very obliged if someone put some light on this. I need to learn some basic things about this I mean when we use them e.g have been doing.. it's been..

Please explain me the use of "have been" and "has never been" in this sentence.
