plural/singular in questions

Which of the following sentences fits the context of multiple teams with each team having its own turnover rate?

1) What are the turnover rates of the other teams?

2) What is the turnover rate of the other teams?

3) Do the other teams have high turnover rates?

4) Does the other teams have high turnover rate?

I am always confused as whether to use plural or singular in questions. Is it more logical to change plural to singular when it comes to questions even though the context that I refer to is in plural?
