I just heard the weatherman say, "Three to five inches of snow is expected in the higher elevations". And he said " Two inches has already fallen". Shouldn't these be plural verbs? ...are expected AND have already fallen?

Quantities are usually considered singular even when expressed as a plural number of units. Three years is a long time. Two miles is not very far.
