Plural proper names and their verbs...

Hi,
I did an English language test. One of the questions introduced a sentence whose subject was United States of America, and the applicant should opt between 1. have protected freedom, or 2. protects freedom. I marked 1 but according to the correction the right answer was number.2. This test occurs in Brazil, and I want to read native speakers' considerations. Thanks
