Plural pronouns

Can we use plural pronouns instead of singular just for effect, as in "We are sorry" even when there is only one person involved ?

I agree.

There is also what is termed the royal 'we', traditionally used by monarchs.

It's mainly on formal occasions, and may be interpreted as the monarch speaking as if he personifies the whole realm.

Perhaps the most famous instance is Queen Victoria's remark that 'We are not amused'.
