Plural or Singular

"Of the victims, 39 were Asian, 25 were black, four were white British and three were white eastern Europeans."

Above sentence was taken from "The Independent, UK." I am confused why 39 and 25 "Asian" and "Black" are singular and "3" white eastern European is plural.
