Plural or Singular?

When making a recommendation aimed at a group of people, such as a board of directors, would you say:

- ...to address this we recommend the board of directors adopts an internal audit...

or

- ...to address this we recommend the board of directors adopt an internal audit

This is not a matter of singular and plural. After recommend you need the subjunctive adopt . To address this, we recommend the board of directors adopt an internal audit.

This is not a matter of singular and plural. After recommend you need the subjunctive adopt.

To address this, we recommend the board of directors adopt an internal audit.

(As a side issue, I'm not sure adopt is the correct verb here. have an internal audit done?)
