plural or singular

In the last sentence of the below passage, two 'that' seems to represent the resources - Am I right?.

What I want to ask is, in that case, 'the resources' seems to be treated like a singular noun.

But isn't 'the resources' a plural noun as it appears to be?

Around the world, billions of dollars worth of food gets thrown out each year. It’s not just the money that’s being wasted. It’s also the resources that went into making the food that’s being wasted.
